Danville Planning Commission

Attendees:      Derek Fenby, Alison Meaders, Jeff Frampton, Nancy Lewis, Kim Prior, Mike Boudreau, Jim Ashley, Linda Leone (Zoning Administrator / guest)

 Start:              Meeting opened at 7:00 pm

 Linda presented requested relief via bylaw change for two situations she’s encountered:

  1. Individual would like to donate 5 acres to the town.  Danville bylaws require a survey before donation can be accepted
  2. Individuals would like to do boundary adjustment on small acreage (<5 acres) and  zoning bylaws require a survey

In both these situations, a survey is a prohibitive expense – unnecessary (Linda believes) for these types of transactions.  After discussion, Planning Commission agreed to address with bylaw changes that will be included with village center changes.   Alison will provide example wording.

 Reviewed latest version of village center bylaw updates.   “Minimum Density” confusion remains – Jeff to talk with Jason for clarification.  Other minor changes were identified – plan is to produce final version next meeting. 

 Remaining steps for village center bylaw amendment:  

  1. Using the standard Department of Housing and Community Affairs form, write a report - a brief explanation of our proposed bylaw amendment
  2. Identify a first hearing date (allow 15 days for report mailing and public warning of hearing)
  3. Mail the report by certified mail to the Northeastern Vermont Development Association, neighboring towns, and the Agency of Commerce and Community Development
  4. Hold hearing, gather input, make changes, if necessary
  5. Forward to selectboard for adoption hearing (can be their next regular meeting).

 Everyone to read Site Plan Review Standards and Off-Street Parking and Loading for next meeting.

 Alison and Nancy reported on status of upcoming year’s planning grant:  Conservation Commission has been notified that work will begin and we will be looking for input on sensitive areas;  Smart Growth to provide a timeline and revised plan.  Next steps will be a review of the timeline & plan, and scheduling of a kickoff meeting.

 Jeff reported an issue with Rails to Trails marking land but not contacting landowners.  No action was suggested.

 Jeff also reported a Water Andric logging issue that is being addressed by Fish & Wildlife, with much citizen input. 

Kim reported a large bear seen in the village.

 Jim signed up with Vermont Telecom for windtower rights

 Jeff reported that the skating rink group is putting together a list of materials needed and has secured road crew help for grading
