Town of DanvilleSelectboard Minutes ofJuly 21st, 2011 Meeting Chairman, Douglas Pastula called the meeting to order at 6:00 pm. Selectboard present were, Douglas Pastula, Angelo Incerpi, Michael Walsh, and Denise Briggs. Also present were: Kevin Gadapee, and Merton Leonard, and Visitors, Ken Linsley, Gerard Gingue, Kirk and Mary Fenoff, and Gary and Barb Fontaine. The minutes of the July 7th, 2011 meeting were discussed but a question arose as to the corrections made last meeting, they will be tabled until next meeting. Town Clerk items included a request to approve the use and payment of the Marshall and Swift Tax tables for a price of $285.35. These are computer aided programs that most towns use to calculate taxes. Michael K Walsh moved to approve the payment and use of the Marshall and Swift tax tables and Authorize Douglas Pastula to sign the approval document, Angelo Incerpi seconded the motion which was approved. Kevin reported that road maintenance has started to get back to normal, the grader is working every day grading all roads, and adding material as needed on the minor washouts remaining. The hot dry weather has dried the roads out, raising the usage of chloride particularly after the roads have been graded. The roadside mower will be back on Monday for 4 weeks which they will be using to get most of the roadsides mowed down and back. The President added Caledonia County to the FEMA Declaration, we have signed up and waiting for FEMA to schedule a visit to Danville. This is the stage when FEMA accepts the work that's been done, and help us plan for the remaining repairs. In some instances we will be requesting to enlarge the culverts, stone line the ditches, and make paving repairs. The paperwork may become overwhelming, although we do have all the information, it has to be sorted for each vehicle and site. The Walden Hill box culvert installation has been advertised in the Caledonian and sent to past bidders. Deadline for receiving bids is 4:00pm on August 4th, for opening at the Aug 4th meeting. The sand bids were received at last meeting, as the bids were very close, the Board has been studying the two bids received as to which location will be the best buy for the town. Angelo measured distances from both pits and came up with 1.4 miles closer to the Fenoff pit, and Gingue is 6 cents cheaper per yard. He gives the slight advantage to Fenoff, including the hometown advantage. Kevin advises they usually equal 11 loads per day from either pit, when hauling a full day. After further discussion which included buying the sand delivered or buy it for three years, Angelo Incerpi moves to accept the bid from Fenoff and Son for $3.00 per yard for one year loaded in the pit on town trucks, Michael K Walsh seconded the motion which was approved. Kevin requested to replace the damaged guardrails as they are a safety issue. He would like to order the work done asap from Vermont Recreational Surfacing & Fencing as a sole source supplier. Denise Briggs moved to approve the purchase of the guard rails as a sole source supplier, Michael K Walsh seconded the motion which was approved. Merton reported that one of the private properties that received loss of riverbank and foundation of Matt Mednick, qualifies for a grant from USDA with a 25% match and oversight from the Town on the project. Matt also applied for individual FEMA funds for private property when that became available, but that did not seem to work out. Matt provided the 25% match for the USDA funds and Merton is working with USDA, our Town Attorney, and the Mednick's to get the paper work together for the grant. Merton also met with the FEMA representatives for private property damage on July 15th and gave them the names of 15 people from a list of Danville people reporting damage. They will contact these people first. Based on the previous meeting discussion, Wendy investigated if the Town would be able to borrow the approximately $500,000 to pay for the flood damage to the Bruce Badger Memorial Hwy and North Danville Highway. Wendy advised Merton that she discussed the situation with the Town Attorney, who advised her as the Town is anticipating the payment revenue for the damage from the Federal Highway Administration emergency funds, the Board could borrow the money on yearly notes in anticipation of repayment from the Federal Highway Administration. On this basis, Wendy had contacted the Passumpsic Savings Bank and they drafted a one year loan document for the town. After a short discussion Michael K Walsh moved to approve the note to borrow the money from the Passumpsic Savings Bank, with the anticipation of reimbursement from the Federal Government. Angelo Incerpi seconded the motion, which was approved. Due to the FEMA Disaster Declaration, Merton and Angelo attended the preliminary FEMA meeting and signed the Town up for assistance. FEMA will visit the Town to observe the damage within the next two weeks, and will begin its assessment of the storm damage. There will be a Route #2 Traffic Committee meeting held by VTrans at the Town Hall at 10:00am on Friday July 22nd to discuss the traffic issues and steps taken to help improve traffic flow.
