Selectboard Minutes
April
16th, 2009
The
Selectboard met at the Danville Town Hall on Thursday April 16, 2009. Marvin
Withers called the meeting to order at 6:00 pm. Selectboard present were Denise
Briggs, Marion Sevigny, Marvin Withers, and Michael K Walsh. Also present were,
Kevin Gadapee and Merton Leonard and visitors Ken Linsley, Troy Cochran, Bob
Briggs, Ed Hebebrand, Gary Fontaine and reporter Sally Cook.
Michael K Walsh moved to accept the minutes of the April 2nd meeting as written,
Marion Sevigny seconded the motion which was approved.
Troy Cochran was present to request additional
money for the Fire Department for paint to paint the floor of the Fire House and
materials to build an entry way over the side door. He estimates the cost of
materials to be up to $1600. After some discussion about budget items and other
projects planned, the Board decided to take the request under advisement while
they checked planned repair expenditures. Troy also expressed his concern over
the recent bonfire started in the town wood dump. He is particularly concerned
due to the extremely dry conditions and the amount of wood in the dump. Kevin
responded that the wood is usually pushed back and buried prior to Greenup Day
weather permitting. Currently most of the pile is still frozen but the plan is
to push it back by May 1st. Kevin continued that it is heavily used for yard and
tree waste and would not recommend closing it totally. He proposed to lock it at
night and unlock it in the morning, to deter partiers from entering the property. There was a general consensus to follow Kevin's recommendations.
Kevin reported that the great spring weather has
helped dry the roads out, without a huge mud season. Until the roads are totally
dried out they will be a little rough, but the grader is working everyday to
keep them smooth as possible. Work on the remaining FEMA projects has begun with
the hopes of finishing them prior to starting any new projects. Truck #10 has
been sold to the Town of Corinth, the new truck has been delayed but he does
expect it by the 23rd of April. The Harvey's Hollow Bridge work is progressing
well with the work on the east lane; they will be switching to the west lane
soon, again keeping one lane open. Kevin hosted a voluntary inspection by Jon
Daly of the state Municipal Compliance Department, so he can be sure to follow
all the proper procedures. There were a few suggestions as how to better deal
with certain hazardous materials and a few rules that have changed. Mr. Daly
pointed out that one of the largest mistakes made is buying more of a hazardous
material then is needed at the time of purchase, then this becomes added to the
total amount of stored hazard materials on site. Kevin noted that the management
courses he has been attending have started again for this summer, and has four
more to attend.
Merton requested that Kevin be added to the
Town's credit card. This would allow Kevin to buy items from new suppliers that
we do not have an account with, but have the item needed in stock and/or are
cheaper then our usual supplier. After some discussion, Michael K Walsh moved to
approve Kevin to be added to the Town's credit card at a limit of $5,000.00 and
the card to be kept at the town office when not needed for town business, Marion
Sevigny seconded the motion, which was approved. Merton reported that the
Legislature still continues to discuss the state aid to municipal highways
issue. So far the April payment has not been received while the discussions
continue. Other state payments have also not been received, while the State
finances continue to be debated. There are four Cemetery Sexton/Maintenance
applicants that are scheduled for interviews, starting at 7:00pm. As Kevin
mentioned we have filed two annual grants for highway work with VTrans. It will
remain to be seen how much money the state will allot to these projects, however
infrastructure repairs are supposed to be a priority of the stimulus package. As
part of our annual meeting with VTrans they take our highway budget figures and
file a report of each Town's highway expenditures on their standard form, then
it gets compiled into their Statewide report. Michael K Walsh moved to accept
and sign the State's report of the Town's highway expenditures, Marion Sevigny
seconded the motion which was approved.
Laurel Stanley a Trustee of the Pope Memorial
Library has requested the Board sign a letter in support of the Library's grant
application for energy efficiency improvements. Michael K Walsh moved to
authorize Marvin to sign the letter of support for the Pope Library grant
request, Marion Sevigny seconded the motion which was approved. Dick Strifert a
Trustee of the Old North Church, requested to put up their yearly directional
signs for the church. Michael K Walsh moved to approve the signs, Marion Sevigny
seconded the motion which was approved. The Peacham Farmers Market requested to
place a temporary sign on the Green on Wednesdays as their market will be
Wednesday afternoons. After some discussion the request was turned down on a
motion by Denise Briggs that was seconded by Michael K Walsh.
The Board reviewed the expenditures, and
approved the orders for payment.
Michael K Walsh moved to go into executive
session to interview the bid applications selected for Sexton and mowing the
town cemeteries, and to invite the applicants and Merton to attend. Marion
Sevigny seconded the motion which was approved at 7:00pm. The board emerged from
executive session at 8:07. Michael K Walsh moved to select the bid/application
of Donald Lamont for $6500.00 for mowing and general upkeep of the towns eleven
cemeteries, Denise Briggs seconded the motion which was approved.
With no other business, the Board adjourned
the meeting at 8:12 PM.
