                Selectboard Minutes

                          February 19th, 2009

The Selectboard met at the Danville Town Hall on Thursday February 5th, 2009. Marvin Withers called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Marvin Withers, Doug Pastula, Michael K Walsh and Denise Briggs. Also present were, Wendy Somers and Merton Leonard, and reporter Sally Anderson Cook.

             Denise Briggs moved to correct the February 5th minutes spelling of (Dayna) Boudreau, Marion Sevigny seconded the motion which was approved. Michael K Walsh moved to accept the February 5th minutes as corrected, Marion Sevigny seconded the motion, the minutes were approved as corrected.

            The Sullivan's whom live in the Greenbanks Hollow area of town, had a corrective deed made up for the covenants placed on their property when they bought parcels of adjoining land. As adjoining property owners and an interested party, the town was included to agree to the corrections being made to the covenants. Michael K Walsh moved to approve and to sign the corrective deed as reviewed and approved by the town attorney, Marion Sevigny seconded the motion that was approved. Town Clerk Wendy Somers presented a renewal alcohol and  tobacco licenses for Diamond Hill Store. Michael K Walsh moved to approve the license renewals, Doug Pastula seconded the motion, which was approved. The Board also signed the tax anticipation loan from the Passumpsic Bank at 1.39 % interest, which was approved at the previous meeting.

             Denise Briggs had an update on the neglected horse recently removed from a local residence, that the horse is responding well to treatment and nourishment. There is also interest in the horse from a Danville student and her family business, to obtain the horse and rehabilitate it for her senior project. Denise moved whatever interest the Town has in the horse to be passed onto Lynn Dunkley at no charge, for her senior project to rehabilitate the horse with therapy riding in an effort to restore the horse to full health. Marion Sevigny seconded the  motion which was approved, Michael K Walsh recused him self due to family ties.

             Kevin had submitted a written road report stating, with the break in winter storms the road crew is starting to get ready for spring, spring runoff, and potholes. Winter not being over yet, they also got interrupted by its return. Tim Ruggles will be doing the engineering work for the repair of the Wightman Road as soon as he can get access to it. Kevin also noted that another town has agreed to buy the old ten wheel plow truck for $35,000 if the Board agreed.  After some discussion, Michael K. Walsh moved to sell the old ten wheel plow truck for $35,000 as is, with no warrantee, on or after April 1st to the Town of Corinth. Denise seconded the motion which was approved.

             Merton noted that: the Pre-Town meeting will again be held by the North Danville Community Club at the North Danville School on March 2nd at 7:00pm; a participant at the recent Contra Dance held at the Town Hall fell in the parking lot and broke her wrist; after replacing computers, communication has been reestablished with the Town's web site; the Towns budget shows an income from trust accounts only when money is being with drawn from an account to be spent on an approved project. In the ongoing discussion of replacing the Town's Cemetery Sexton, Merton suggested that the Selectboard act as Sexton and allow the current town employees to take care of the paper work and repairs that are required. There are several people interested in doing the mowing of the cemeteries, but do not want to get involved with the Sexton work. After some discussion, Denise Briggs moved that the Selectboard act as Sexton with current staff carrying out the duties, and to requests bids for mowing the cemeteries, Michael K Walsh seconded the motion which was approved.

             The Board reviewed the expenditures and signed the orders. With no other business, the Board adjourned the meeting at 6:50 PM.
