~DRAFT~ Town of DanvilleSelectboard Minutes February 5th, 2009 The Selectboard met at the Danville Town Hall on Thursday February 5th, 2009. Marvin Withers called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Marvin Withers, Doug Pastula, Michael K Walsh and Denise Briggs. Also present were, Wendy Somers, Kevin Gadapee, Angelo Incerpi, Jo Guertin, and Merton Leonard, and visitors Reg Guertin, Dave Houston, Hollis Prior, and Ken Linsley. Denise Briggs corrected the January 22nd minutes spelling of Dave Machell and William Cruess names. Michael K Walsh moved to accept the January 22nd minutes as corrected, Marion Sevigny seconded the motion, the minutes were approved as corrected. Dave Houston and Hollis Prior were present as representatives of the Greenbanks Hollow Conservatory branch of the Danville Historical Society. They explained that Cecil Lyons whom owns the land around the Town owned old school property and north east side of the covered bridge, is willing to donate 3.9 acres to the Town through the Historical Society. This would add additional land and structures from the Greenbanks area settlement to the town archives, allowing the Town direct access and ownership to the other structures at the settlement as well, all without cost to the town. After some further discussion, Michael K Walsh moved to gratefully accept the Land from Mr Lyons to the town to further enhance the Greenbanks Hollow Historical Site, Doug Pastula seconded the motion which was approved. There was some discussion about the transfer tax of approximately $709, Marion Sevigny suggested that the townspeople might donate money to cover the transfer. Jo Guertin was present as the Animal Control Officer, to discuss a horse that was lacking shelter, food, water and proper care. The horse was removed from the property with the keepers consent, and is receiving proper care with Veterinary supervision. After further discussion, Michael K Walsh moved to have Merton and Jo discuss this with the town attorney, and try to gain ownership of the horse in lieu of pressing charges, and prevent other animals from being brought onto the property. Marion Sevigny seconded the motion which was approved. Kevin reported that winter road maintenance has continued slower allowing for equipment repairs, snow removal, and some time off, also using less sand and salt. They will continue winging back roads with the grader, opening catch basins and removing ice from bridges. Looking towards spring work, he will send out bid requests to bridge contractors asap, to get an early starting schedule on the Harvey's Hollow Bridge repair. Michael K Walsh moved to approve sending the bridge specifications out to bid, Marion Sevigny seconded the motion which was approved. The board reviewed the certificate of town highway mileage, that was unchanged from last year. Michael K Walsh moved to approve the highway certificate of mileage, Marion Sevigny seconded the motion, which was approved. Merton reported that according to his figures as posted on the suggested budgets for 2009, the combined taxes for Municipal and Highway budgets would be reduced approximately 3.98 cents from last years taxes. He also reported that the grant approval for two radios for the fire department tankers has been received, a total of $3774. He and Kevin will be looking into a mitigation grant for a larger culvert for Brown Brook on Kittredge Road. Wendy reported that she has received the bids for the tax anticipation loans. The Passumpsic Bank was lowest at 1.39 % interest, Community National Bank second at 1.71% interest, and Union Bank third at 2.45% interest. Michael K Walsh moved to accept the low bid of Passumpsic Savings Bank at 1.39% interest for the tax anticipation loan, Marion Sevigny seconded the motion which was approved. Michael K Walsh noted that Dana Boudreau was a candidate for an alternate to the Planning Commission. He moved to appoint Dana Boudreau as an alternate to the Planning Commission, Denise Briggs seconded the motion which was approved. With no other business, the Board adjourned their regular meeting at 6:50 PM. The Board then met with the Budget Committee and interested towns folks in a discussion of the Towns Proposed Budgets.
