                                    Selectboard Minutes

                        January 14th, 2010

Marvin Withers called the meeting to order at 6:00 pm. Selectboard present were, Doug Pastula, Denise Briggs, Marvin Withers, Michael K Walsh and Steve Larrabee. Also present were Wendy Somers, Sharon Daniell, Kevin Gadapee, Merton Leonard, Jeremy Withers, William Bailey, Scott Cromack, Donald Lamont, Budget Committee member Angelo Incerpi, Mrs Incerpi, Waste District Representative James Ashley, visitors Barb and Gary Fontaine, Scott Palmer and Ken Linsley.

 Denise Briggs moved to accept the minutes of the January 14th meeting with the addition of "signed the orders" after reviewed the budget; Doug Pastula seconded the motion; the minutes were approved as corrected.

James Ashley was present to distribute and give a brief explanation of the 2010 Waste District budget. The final figures show that their overall budget as proposed is down by $3895 from last year and includes elimination of recycling collection charges from Municipalities. This is attributed in part to reduction in personnel cost, and an increase in Waste Haulers surcharge.

 Barb Fontaine was present to inform the Board that she is circulating a petition to request the voters to change town meeting to voting by Australian Ballet. She was advised that the petitions are  due at the Town Clerks Office by January 21st to make them eligible for placement on the Town Warning and vote at Town Meeting. If the petitioned vote is successful, the next Town Meeting would be run under Australian Ballot Rules.

The Board next reviewed the town highway budget, discussing each item as they went through the budget line by line, trimming the cost from some of the items. The most discussion centered on the reconstruction of Hill Street and to the extent of the work that needs to be done. This led to a discussion on class 2 roads in general and the need for an overall capital plan on all class 2 roads.

            The Board noted that the Conservation Commission along with the Planning Commission, is holding a meeting on Jan 20th at the Town Hall, with a representative of the State Fish and Game Department, Biologist Jens Hawkins-Hilke. He will provide information specific to how Zoning Regulations can be used to help protect local wildlife habitant.

Michael K Walsh moved to go into executive session with just the Board to discuss personnel; Doug Pastula seconded the motion, which was approved. The Board returned from executive session at 8:48pm.  Marvin Withers and Doug Pastula recused themselves, Steve Larrabee then moved to increase the employees wages 2 1/2% across the board; Denise Briggs seconded the motion which was approved on a 3 to 0 vote. Denise Briggs moved to appoint John Hall to the vacancy on the Budget Committee; Doug Pastula seconded the motion which was approved.

With no other business, the Board adjourned the meeting at 8:49pm.
