Selectboard Minutes

            July 2nd, 2009

The Selectboard met at the Danville Town Hall on Thursday July 2nd, 2009. Marvin Withers called the meeting to order at 6:00 pm. Selectboard present were, Marvin Withers, Michael K Walsh, Doug Pastula, Denise Briggs and Steve Larrabee. Also present were Kevin Gadapee and Merton Leonard, and visitor Ken Linsley.

             Michael K Walsh moved to accept the minutes of the June 18th, 2009 meeting as written; Denise Briggs seconded the motion which was approved.

             Kevin explained in his road report that the summer work is continuing, grading every day to try to stay ahead of the rough spots. With the past ten days of rain they are playing catch up again. Culvert work seems to be never ending, cleaning pipes and replacing bad ones daily. They have also been doing some road side mowing, but it doesn't work as well in the wet conditions. The new dump truck is in the Town garage will be lettered and radio installed next week and will join the fleet soon. As the culvert drawings weren't available until last Thursday the construction bids did not get sent out until last Friday. The bid dead line was set to next Thursday to allow the bidders time to bid, he would like to open the bids and award them on Thursday if possible. After some discussion the Board decided to set a special meeting for 5pm on July 9th, on a motion by Doug Pastula, that was seconded by Denise Briggs.  

             Merton reported on the fire alarm activation at the Town Hall over the weekend, was evidently set off by the thunder storm and/or lack of phone service. Degreenia Electric determined that there was a short fault in the system, and one of the alarm lights needed to be replaced. Stub Parker reported to him that the Waste Water processing plant is running well, but a required test that was taken last year will have to be redone as it was not conclusive. Merton also reported he attended this months LEPC-9 emergency management meeting which presented the leaders from Vermont Emergency Management Dept. Jeremy McMullen of Vermont Enhanced 911 demonstrated a new program that they hope will replace the yearly printing of E911 phone books. Ken Robie of VTrans accepted an invitation to visit the activities on the Green this summer.

             The Board reviewed the expenditures, and approved the orders for payment.

             As the State had notified the towns of their school tax rates for 2009, the listers had furnished this info to the Selectboard for their approval. Michael K Walsh moved to set the municipal tax rate at 0.1512, the highway tax rate at 0.2965, the residential school tax rate at $1.2281 for a residential total tax of $1.6758, the non-residential school tax rate at $1.4239 for a total non-residential rate of $1.8716 per the listers recommendation; Doug Pastula seconded the motion which was approved.

             In other business the Board reviewed a request for the Pope Library's band concerts on the Green. The concerts will start and end earlier than in the past and will be more traditional bands. Based on this information Michael K Walsh moved to allow the Library's use of the Green for band concerts on Sunday nights, Doug Pastula seconded the motion which was approved. The Chamber of Commerce requested use of the Green for the Danville Fair and Autumn on the Green. Michael K Walsh moved to allow the Chamber of Commerce to use the Green and town hall for the Danville Fair on Aug 7th & 8th and to waive the open bottle ordinance, and for Autumn on the Green Oct 4th; Doug Pastula seconded the motion which was approved.

             Merton requested an executive session to discuss a Health Officer Issue dealing with apartment living conditions. Denise Briggs moved to go into executive session to discuss a Health Officer issue, Michael K Walsh second the motion which was approved. At 7:37 the Board emerged from executive session.

             With no other business, the Board adjourned the meeting at 7:38 PM.
