Selectboard Minutes

                          May 21st, 2009

The Selectboard met at the Danville Town Hall on Thursday May 21st, 2009. Marvin Withers called the meeting to order at 6:00 pm. Selectboard present were, Marvin Withers, Michael K Walsh and Doug Pastula. Also present were, Wendy Somers, Kevin Gadapee and Merton Leonard, visitors Ken Linsley and Kirk Fenoff, and reporter Sally Cook.

             Michael K Walsh moved to accept the minutes of the May 7th meeting as written, Doug Pastula seconded the motion which was approved.

             Tom Forster has been recommended to join the Conservation Commission by Chair Tracy Zschau. Michael Walsh moved to appoint Tom Forster to the Conservation Commission,  Doug Pastula seconded the motion which was approved.            

             Kevin reported that in addition to grading, the road crew has been washing bridges to clean off accumulated salt and sand, as well as cleaning out remaining culverts. They have also been patching pavement potholes. The camper's roads around Joes Pond were also graded as well as the beach. They have cleared the trees from Woodward Road and are now waiting for the culverts to arrive to proceed with the FEMA work. Kevin has requested pricing on pavement for the work on Brainerd St and Joe's Brook Road, the Board voted to go with the lowest price that he receives, on a motion by Michael K Walsh that was seconded by Doug Pastula. Kevin had requested bids on winter sand, and had received three bids. The first bid from Demers & Sons Sand & Gravel was bid at $3.50/yd screened sand, Gingue Construction at $3.44/yd screened and $4.24/yd crushed, and Kirk Fenoff & Son bid screened at $3.95/yd and $4.44/yd for crushed. Kirk Fenoff had brought samples of both of his material for the board to view.  Kevin and Merton had visited all three quarries to inspect the quality and consistency of the sand of each, and to measure the distance from the shop which were within a mile of each other. Sand purchased in the past years from Fenoff's quarry has been crushed 1/2 inch at a price of $4.50 per yard. After some discussion, the Board moved to accept Fenoff's bid for crushed sand at $4.44 as he is the shortest driving distance, has provided quality sand and good service for the past few years, as well is a taxpayer in Danville.

             Merton reported that he had checked into Fontaine's request from last meeting to connect onto a private 4 inch sewer line that their neighbors had permission to connect onto the Town's sewer line several years ago. The Town's sewer plant operator indicated that it would probably work although it would not be the best alternative. After some discussion as to the best method to follow, the Board requested Merton to look into extending the 8 inch town line up Hill St as there will probably be additional requests for connection in this area in the future. Merton and Kevin investigated a logging complaint on Town Highway 73. It appeared no one had been there since the winter thaw and it looked similar to other logging operations and was pretty well cleaned up. They were reportedly operating under direction of a forester. Merton requested to reinstate the Sheriff patrols, as it has been the usual practice in the spring. Michael K Walsh moved to reinstate the Sheriff Patrols as soon as possible, Doug Pastula seconded the motion which was approved. Merton expressed interest on behalf of the other town employees to join in the VLCT sponsored Healthy Lifestyle rewards to try to earn up to a $4,000 reimbursement of the town's medical insurance payment. Prior to starting the program, VLCT would hold a free health screening program, that would include details on their program. Michael K Walsh moved to support the employees venture into the Healthy Lifestyle Program, Doug Pastula seconded the motion which was approved. Merton reported he applied for two grants from the Assistance to Firefighters Grants, one for equipment and one for a tank truck.

             The Board reviewed the expenditures, and approved the orders for payment.

             Town Clerk Wendy Somers was present to discuss personnel, and requested to do so in executive session. Michael K Walsh moved to go into executive session to discuss personnel and to invite Wendy and Merton to join them, Doug Pastula seconded the motion which was approved, at 6:55pm. The Board returned from executive session at 7:15, with no action taken.

             With no other business, the Board adjourned the meeting at 7:08 PM.
