Selectboard Minutes

                          March 19th, 2009

The Selectboard met at the Danville Town Hall on Thursday March 19th, 2009. Marvin Withers called the meeting to order at 6:00 pm. Selectboard present were Denise Briggs, Marion Sevigny, Marvin Withers, Doug Pastula, and Michael K Walsh. Also present were, Merton Leonard and visitor Ken Linsley.

             Michael K Walsh moved to accept the minutes as written, Marion Sevigny seconded the motion which was approved.

             Kevin reported that some spring type weather has arrived, but not a lot of mud yet. They have been turning water and filling and smoothing rough areas as well as a few muddy spots.  They also filled a few potholes in the pavement areas. They haven't forgot winter and will be ready for any more snow that does fall. He is planning on doing some safety work on the Peacham Road near Old Country Road this summer, that will be 100% funded through a Safe Road Grant program. He held a shop meeting and had Derek Fenby of DOT come in for a refresher course on regulations on municipal equipment and operator truck inspections. Mr Fenby did a great job reviewing the regulations and was well received by the road crew, they all wish to thank him for his time and information.

             Merton reported that the Legislature is still discussing the state aid to municipal highway issue, at present the town received 15% less than last year in the first payment of this year. There have been various proposals to keep it at 15% less to fully fund it, so he advised everyone to try to contact the town legislatures to support the fully funded version. He has the new grant forms for the Municipal Highway Grants but as it is part of the highway aid, it's still undecided how much money the state will have to pass out for the grants this year. VTrans rail trail department representatives stopped by this week to discuss a land sale, whereby the state will sell an adjoining piece of land by the trestle to the Palmieri's. VTrans will also be requesting the town consider giving up the lease on the old gravel pit near the railroad trestle. The Board does not seem too anxious to give up the lease at this point. Rita Kitchel has requested to use the green for a yard sale to benefit Habitat for Humanity. This was approved on a motion by Michael Walsh that was seconded by Doug Pastula. Kevin Johnson requested to restore a couple of old park benches stored in the attic, for a seventh grade project and fund raiser. It seems the benches are rather old from an 1885 date cast on one leg, the board felt more investigation should be done to determine just how the benches should be used.

             Merton also reported that:  he attached a list of building maintenance items that are scheduled to be done to various town buildings this summer; he was requested by Debra Bach to have the Board appoint a replacement Danville representative to Danville Rescue Board of Directors; the listers are working with Tru-Line on the tax maps assisting with property information to help get them completed; he filed the close out grant for the Fire Departments radios for $3774, that totaled  $10,725 for all three radio grants received; he filed the grant acceptance papers for the new planning grant of $14,720 that will be used for work on the new zoning regulations; he filed the Safety Highway Grant with VTrans for up to $15,000 worth of safety improvements to a corner on the Peacham Road that goes past The Old Country Road turn; the Danville Fire District is the last one on the list for the Federal Stimulus Money coming to Vermont, and they are moving ahead with the Fire District meeting to request to borrow the matching money to finish the water project; the NEK Waste District received lower bids for this years Green Up trash disposal that will save the town approximately $1000; the Sexton/Caretaker application request is on the way to the newspaper; he attended the recent NVDA meeting for Vermont Emergency Management providers at Lyndonville last week.

             The Board reviewed the budgets expenditures, and approved the orders for payment. The Board also approved renewing the liquor and tobacco licenses for Ski Downs LLC, aka The West Danville Country Store, and the liquor license for Danville Restaurant on a motion by Michael K Walsh that was seconded by Doug Pastula.

             With no other business, the Board adjourned the meeting at 7:15 PM.
