Selectboard Minutes

 June 7th 2007

The Selectboard met at the Danville Town Hall on Thursday June 7th, 2007, Michael Walsh called the meeting to order at 6:00 pm. Selectboard present were Marion Sevigny, Michael Walsh, Denise Briggs, Doug Pastula, and Marvin Withers. Also present were Merton Leonard and Kevin Gadapee, and visitors Gary & Barbara Fontaine and Fire Department member Bob Briggs.

Michael corrected the minutes of May 17th to note that Marvin Withers was not present for the vote on Jeremy Withers as Deputy Fire Warden. Doug corrected chlorine to read chloride, hopping to read hoping, and antique roads to read ancient roads. Marvin Withers moved to accept the May 17th minutes as corrected, Marion Sevigny seconded the motion, the May 17th minutes were approved as corrected.

            As the former Forrest Fire Warden, Bob Briggs was present to suggest that additional guidelines, rules, ordinances, etc be implemented to assist the new Forrest Fire Wardens in their job and to also provide for fines or charges when someone starts an un-permitted fire or starts any fire that the fire department has to put out that gets out of control. He also noted there is more burning of debris, building materials, household rubbish, etc that is not allowed by state law. Merton presented the sample ordinance that Kathy Decker had furnished the previous meeting, and after further discussion, he will search out some actual ordinances that other towns have enacted for next meeting.

             Kevin reported that; grading is continuing on the class 3 roads as well as applying chloride after grading; Class 4 roads on Joes Pond have been graded also that are wide enough to allow the grader to pass; they are still continuing to clean out culverts and have replaced a few more; they have started work on the Water Andric bridge project; Pike has completed the repaving on the lower half of the Peacham Road; he expects to start on the Brainerd St project next week; roadside mowing will also begin next week; they are sand blasting and repairing the truck body on #3 and will repaint; and he has been on vacation for the week.

             Kevin also informed the Board that he and Merton researched the culvert thawer some more and found that Power America actually have supplied most of the towns in our area and much of the state with culvert thawer/pressure washers. They came up to the garage and demonstrated their unit which also worked very well, they have mobile service to back it up, and generally do checkups on all the units in the summer to make sure they are ready to go in the winter. This unit sells for $5150, compared to the Power Eagle unit that sells for $5354, and the Steam Jenny that sells for $6295. After some discussion Denise Briggs moved to purchase the Power America culvert thawer/pressure washer for $5150, using some of the money in the new equipment line item that was saved after buying the grader. Marvin Withers seconded the motion, which was approved.

             Kevin requested to go into executive session to discuss the applicants for the open road crew position. Denise Briggs moved to go into executive session to discuss job applicants at 6:40, Marvin Withers seconded the motion, which passed. The Board emerged from executive session at 6:52. Marvin Withers moved to hire Donald Lamont of Lyndon for the road crew as recommended by Kevin, Denise Briggs seconded the motion that was approved.

             Merton reported that: he received notice from the state that we will be receiving over $4500 from the state ancient road grant due to additional funding this year by the legislature; that we have received a new Better Back Roads grant for $4000 to do work on a large culvert on Old Stagecoach Road; the waste district has refunded $1867 to the town from their surplus of operating expenses; a town can lower all speed limits on all town roads, but must add speed limit signs at the entrance to each road; we would need at least 75 signs at an estimated cost of  $5,000 to $7500 for the signs plus labor to install them; Kellie Merrill will once again obtain water samples from Joes Pond Beach each week this summer, and transport it to Waterbury for testing; the auditors from Bruce Corrette & Associates have been here this past week; we have received the act 250 permit from the school wood chip heating system for any comments the town may wish to make.

             Merton presented the updated Emergency Management Documents filled out with the town information, in the new format revised by FEMA. On a motion by Michael Walsh seconded by Denise Briggs the Board approved the documents as presented. The Board also approved a curbcut for Daniel & Joy Bessette on the Peacham Road on a motion by Denise Briggs that was seconded by Marvin Withers. The Board approved a curbcut on Hill Street for Marvin Withers & Melinda Johnson on a motion by Denise Briggs that was seconded by Doug Pastula, Marvin abstained. Curbcuts for Peter and Jeanne Gallerani on the Peacham Road and Robert Barany & Kristin Devereaux on the McReynolds Road were approved on a motion by Denise Briggs that was seconded by Marvin Withers. The Board also appointed Alan Manning of Maple Lane, to the Development Review Board on a motion by Denise Briggs that was seconded by Marvin Withers.

             The Board reviewed the budget and the expenditures and signed the orders. Merton reported that he had checkout the work and the references of Murphy Roofing and recommended that the board accept their bid for the roofing project on the North Danville Community Building. Denise Briggs moved to accept the bid of $19,900 from Murphy Roofing for re-roofing the North Danville Community Building, Marion Sevigny seconded the motion which was approved.

 Having no other business, the Board adjourned at 8:46m.
