Notice is hereby given to the residents of the Town of Danville, Vermont, that the Danville Planning Commission has revised the Zoning Bylaws which were officially adopted by the Danville Selectboard on December 3rd 2009 pursuant to Title 24 V.S.A., Chapter 117. The purpose of the revised Town of Danville Zoning Bylaw is to provide for orderly community growth and to further the purposes established in Title 24 V.S.A. §4302. The revised Town of Danville Zoning Bylaw affects all lands within the Town of Danville and may be viewed by clicking the button below. Planning Commission Reporting Form For Bylaw Amendments This report is in accordance with 24 V.S.A. §4441 (c) which states: “When considering an amendment to a bylaw, the planning commission shall prepare and approve a written report on the proposal. A single report may be prepared so as to satisfy the requirements of this subsection concerning bylaw amendments and subsection 4384(c) of this title concerning plan amendments.…. The report shall provide a brief explanation of the bylaw, amendment, or repeal and ….include a statement of purpose as required for notice under section §4444 of this title, The revision is intended to update the Town of Danville’s Zoning Bylaw Article 2, Section 205: Application of District Regulations, subsections 205.2 (Village Core), 205.3 (Historic Neighborhood), 205.4 (Village Residential) and 205.5 (Route 2 District). These revisions are designed to provide zoning standards for the Danville Village areas, as recommended by the Danville Town public through survey and public meeting input and as contained in the Danville Town Plan. In addition, Article 3, General Provisions, Section 311 (Off-Street Parking and Loading) and Article 4, Special Provisions, Section 401 (Development Review Board- Site Plan Approval) as well as some definitions in Article 4, Definitions were modified to support the bylaw changes as listed above. And includes findings regarding how the proposal:
The revisions will assist the Danville Zoning Administrator and the Development Review Board in reviewing and processing permit requests for areas within the Danville Village Districts as submitted to the Town of Danville. The revisions take into consideration the historic, economic and developmental components to each district area as outlined in the bylaws and utilize best practice recommendations for smart growth development in these districts.
The revisions to Zoning Bylaw Article 2, Establishment of Districts and District Regulations are designed to utilize smart growth practices to both maintain the historic and scenic character of Danville Village while allowing for growth and development within the Village. These bylaw changes provide the Town with Village Districts that target those Village features most commonly addressed within the Town Plan.
The revisions specifically address the planned community Route 2 project plans that are pending for the Town of Danville. All Districts as outlined in the bylaw changes that border the Route 2 corridor have specific references to applying any Route 2 project requirements into a permit submission to the Town of Danville Zoning Administrator.
